RFI: Concierge Services for Immigrant Arrival and Settlement

Objectives

The primary objectives of this RFI are to:

1. Identify potential vendors that can provide concierge services tailored to highly skilled professional, technical and globally mobile immigrants.
2. Understand the range of services offered, including but not limited to:
   1. Housing support
   2. English language services
   3. Employment assistance
   4. Cultural orientation
   5. Essential activities related to settlement
3. Gather information on the vendor’s experience, qualifications, and approach to service delivery.

Scope of Services

Vendors responding to this RFI should be able to provide services in the following areas:

1. Housing Support: Help with finding temporary and permanent housing and connecting with housing resources.
2. Language Services: Access to translation and interpretation services, as well as English language classes.
3. Employment Assistance: Guidance on job search strategies, resume building, and connecting with local employers.
4. Cultural Orientation: Workshops and resources that provide information about local customs, laws, and community services.
5. Essential Activities: Support in completing essential tasks such as:
   1. Opening bank accounts
   2. Securing identification and necessary documentation
   3. Registering for healthcare services
   4. Enrolling children in schools
6. Connections to Cultural Institutions: Facilitation of connections to local cultural institutions, including:
   1. Diaspora community groups and networks
   2. Museums, cultural centers, and libraries
   3. Community events and programs
7. Ongoing Support: Establishing a framework for continued support and resources after initial settlement.

Important points to note:

• Immigration attorney services and specific visa advocacy are outside of the scope of this RFI.
• We expect this service to be delivered by a third-party vendor and incorporated into the wider suite of services and support offered by Choose New Jersey, both in the state and via our international offices in India, East Asia, Europe, Israel and Ireland.

Vendor Qualifications

Interested vendors should provide the following information:

1. Company Overview: Brief history, mission, and core competencies.
2. Experience: Details of previous work with immigrant populations, including case studies or examples of successful programs. Please be specific with regards to the counties/cultures you’ve assisted. Are you open to new country support? How would you ramp up to support immigrants from countries where you don’t have experience?
3. Staff Qualifications: Information on staff qualifications, including language capabilities and relevant training.
4. Service Delivery Model: Description of the proposed approach to providing concierge services, including any partnerships with vendors and/or local organizations.
5. Cost Structure: An overview of potential cost models for services provided. Please indicate the capacity (or number of highly skilled immigrant families) that can be assisted for this cost. Additionally, please outline the length of the assistance per family or per service.
6. Insurance: Please outline the type of business insurance you currently carry and the value.
